COPNA Leadership & Board Members

The Citizens of O’Fallon Park Neighborhood Association (COPNA) is a neighborhood organization made up of dedicated residents and community leaders committed to improving and strengthening the O’Fallon Park community in St. Louis, Missouri.

Chris Simpson

President – Citizens of O’Fallon Park Neighborhood Association

Christopher Simpson serves as President of the Citizens of O’Fallon Park Neighborhood Association (COPNA). His leadership focuses on community development, economic opportunity, and empowering residents to take an active role in shaping the future of the neighborhood.

Amber Cole

Secretary – Citizens of O’Fallon Park Neighborhood Association
11th Ward Committeewoman

Amber has strong ties to the community as a Block Captain and serves as Chaplain for the Federation of Block Units and Chaplain for the St. Louis City Police Department. Her dedication to community service and neighborhood engagement helps strengthen connections between residents and city leadership.

Rosalyn Jackson

Treasurer – Citizens of O’Fallon Park Neighborhood Association

Rosalyn Jackson is a lifelong advocate dedicated to supporting families and strengthening communities. Her activism began in childhood and has grown into decades of service.

She is the founder of Citizens for Quality Black Health Care and retired after 30 years of service with the Department of the Army. Rosalyn supports prison-impacted families and youth through organizations such as Mothers of Incarcerated Sons & Daughters (MISD) and the St. Louis City Juvenile Court Neighborhood Accountability Board (NAB).

She has worked and volunteered extensively in St. Louis Public and Charter Schools and is a graduate of the University of Missouri–St. Louis Neighborhood Leadership Fellows (NLF) and Neighborhood Leadership Academy (NLA) programs. She currently serves as a Plan Ambassador with PlanSTL.

Rosalyn is also a Block Captain and Treasurer of the Citizens of O’Fallon Park Neighborhood Association.

Joyce Green

Board Member – Citizens of O’Fallon Park Neighborhood Association

Joyce Green is a Customer Service Representative with the City of St. Louis Department of Public Utilities – Water Division, where she works directly with residents and businesses to resolve service concerns and navigate city systems.

She brings more than 27 years of public service experience, including work as a Compliance Inspector with the Missouri Department of Elementary and Secondary Education licensing childcare facilities, and more than two decades as a Probation and Parole Officer with the Missouri Department of Corrections.

At the community level, Ms. Green is deeply involved in neighborhood improvement. She volunteers at her church, organizes neighborhood cleanups, participates in neighborhood watch, and helps coordinate community events that bring residents together.

A lifelong resident of St. Louis, she enjoys reading, dancing, and attending plays and musicals and is passionate about building safe, welcoming neighborhoods.

Deangelo Ball

Board Member – Citizens of O’Fallon Park Neighborhood Association

My background spans real estate investment, project management, and workforce development—but at the core, it’s always been about people. Whether it’s supporting single fathers, training youth in the trades, or helping returning citizens access new opportunities, I believe strong communities are built by investing in the individuals who live in them.

What Drives Me:

• Empowering families through homeownership, financial literacy, and real estate investment.
• Mentoring the next generation through construction, business, and leadership training.
• Revitalizing communities by converting vacant lots into valuable spaces that serve the people.

With backgrounds in public service, neighborhood organizing, public safety, and community engagement, our board members bring decades of experience and a deep commitment to improving quality of life for residents.

COPNA focuses on connecting neighbors, encouraging civic participation, and working collaboratively with city leaders and community partners to support neighborhood safety, beautification, and sustainable growth.

Through meetings, community initiatives, neighborhood events, and advocacy, the Citizens of O’Fallon Park Neighborhood Association strives to ensure that the voices of residents are heard and that the neighborhood continues to grow as a vibrant and inclusive place for families, businesses, and future generations.
